Hi, This might have something to do with the specific template you've created. Try to create a new file without using the template and see if the issue happens.
Not sure how exactly you created that template. Check if any of the shapes have been placed in the background. Double-click the top or bottom of a page to show the Headers/Footers space and see if that highlights the greyed out options.

Another thought is whether your version is a subscription or retail copy. Many features and updates only apply to the subscription version.

This might be a different problem but one which some other users are bound to come across. I found that an attempt to import/insert a Picture would only happen if a slide were already selected (as noted above) but then the new image would replace the one selected.
In looking into the matter, I noticed that the picture I was trying to add was a.png image, not a.jpg. By resaving such files into the.jpg format, I was then able to add new pictures by this method: Insert > Blank > [select Blank] > Insert > Picture [select.jpg] Hope this helps. Was the document originally a binary 'doc' format? If so, try copying everything except the last paragraph into a brand new XML 'docx' formatted document and see if that allows shapes to be inserted.

Creating a new, blank.docx and copying/pasting everything over to it allowed the 'Shapes' tool to become available. I came across the same problem. I am on a Mac OS Sierra, but also use a windows emulator. The document was.docx, so the answers regarding having the old.doc are irrelevant in my case (and seems like for few others). The issue was that the document was protected.
I tried to insert an image of what you will see if you go to the Review tab and click on Protect tab, but the site would not let me, but you can see for yourself.
